How exactly are the 8 runners up determined? If there are 9 groups, you could take the 2nd place from the first 8 groups, or you could take the top 8 from the results of all groups combined.

weakest groups are Croatia's group England's group and Ireland's group

That was prior to Girbraltar and Kosovo getting voted in by FIFA. So now all 9 groups have 6 teams each. In total 54 teams play for the World Cup. It will then be 55 including Russia for the 2020 European Cup that will be played around Europe. It will be the first time that the new Nations Cup format will be used as it will start after the 2018 World Cup for other teams to qualify that will replace friendlies.

Pots based on rankings top 9 teams in Pot 1, next best 9 in Pot 2 etc. ……… 1 team from each pot is placed into one of the 9 groups…..
